Özet:

The Balkans is a region known for its rich historical and cultural heritage and has a geostrategic location. The Roma living in this region also make significant contributions to this cultural heritage. The Roma migrated to different parts of Europe in the Middle Ages and settled in this region as part of the migration wave. During this process, there was migration to Balkan countries such as Romania, Bulgaria, Serbia, Kosovo, North Macedonia and Greece. The Roma in Kosovo, as in the rest of the region, face socioeconomic disadvantages, structural inequalities and widespread discrimination. In order to overcome these problems, the Kosovo Government has established many mechanisms at the central and local levels, and in addition, the Communities Office was established within the Prime Ministry in 2008. The Communities Office established within the Kosovo Prime Ministry and especially the Office for Good Governance, Human Rights, Equal Opportunities and Anti-Discrimination operating within the scope of the strategies prepared by this structure undertake very important tasks. In Kosovo, strategies for combating discrimination, promoting human rights and ensuring equal opportunities are prepared by the relevant office and approved by the government. The Consultative Council of Communities, established in 2008 under the Presidency, aims to protect the constitutional rights of ethnic minorities, but does not have decision-making authority. In addition, the Government of Kosovo approved the third Strategy Plan, the Strategy for the Integration of the Romani Ashkali and Egyptian Community into Kosovo Society 2022-2026. Within the framework of this Strategy, the Government of Kosovo aims to develop solutions for building a multi-ethnic society and ensuring equal rights for all citizens. Based on the EU Roma Integration Framework, this Strategy addresses five important action plans: education, employment, social welfare, health and combating discrimination. Kosovo participated in the summit held in Poland in 2019 with the participation of the Western Balkan countries, signed the Declaration of the Western Balkan Countries on the Integration of Roma in the Framework of the EU Enlargement Process and pledged to support the integration of Roma. This study analyzes the strategic practices developed for the Roma community in Kosovo within the framework of European Union policies.

Kosova Başbakanlığı bünyesinde kurulan Topluluklar Ofisi ve özellikle bu yapının hazırladığı stratejiler kapsamında faaliyet gösteren İyi Yönetişim, İnsan Hakları, Eşit Fırsatlar ve Ayrımcılıkla Mücadele Ofisi Office for Good Governance, Human Rights, Equal Opportunities and Anti-Discrimination oldukça önemli görevler üstlenmektedir.
