Özet:

The aim of this study is to examine the impact of nationalist consciousness on the perception of human rights in Turkey. The Republic of Turkey, while being a party to international treaties and declarations concerning universal human rights principles, adopted an ideological approach based on nationalist emphases in its 1982 Constitution. Through this approach, known as Kemalism, the boundaries of Turkishness were drawn and reflected in state policies. This situation has resulted in the principles of universal human rights, as articulated in texts, not being sufficiently reflected in societal perception. In the study, public opinion surveys conducted throughout Turkey were used and the approach of Turkish and Kurdish citizens, who are legally equal, to human rights was conveyed. As a result of the study, it is argued that the nation-state organization in Turkey has failed to build an inclusive national consciousness, that the emphasis on Turkishness based on the constitution keeps ethnocentrism alive by producing an ethno-nationalist approach, and that in order for social segments to establish their relations within the context of universal human rights, solutions that do not carry ethnic emphasis and are based on pluralism should be focused on.
