Özet:

Public diplomacy is defined as a communication process through which a government conveys its ideals, values, institutions, culture, and national policies to foreign audiences. Traditional diplomacy, conducted solely between states, has been increasingly criticized. As a result, since the mid-20th century, various approaches such as Liberalism, Behavioralism, Neo-Realism, Neo-Liberalism, World Systems Theory, Critical Theory, and Postmodernism have emerged, emphasizing the multi-actor nature of diplomacy. In this context, TRT diversified its broadcasting content by establishing channels such as TRT Avaz, aimed at regions with cultural ties dating back to the Ottoman era; TRT World, designed to influence international public opinion; and TRT Arabi and TRT Kurdi, targeting the Arab world and Kurdish-speaking audiences. TRT World, aimed at influencing international audiences, and TRT Arabi and TRT Kurdi, focusing on the Arab and Kurdish-speaking regions. Beyond expanding its channels, TRT has also prioritized producing TV series, leading to the release of popular shows like Diriliş: Ertuğrul, Payitaht: Abdülhamid, Teşkilat, Barbaros, and Alparslan: The Great Seljuk. This study examines TRTs television series as tools of Turkish foreign policy. The messages given to the audience in the Teşkilat series, which was selected as a sample within the scope of the study, were examined by content analysis method. The findings indicate that the series highlights themes such as national security, state and nationalism, humanitarian aid, and global and regional relations, reflecting Turkeys foreign policy priorities.
