Özet:

Türkiye has set long-term goals for itself in the light of the 11th Development Plan to achieve sustainable development. Although the economic and political climate is constantly changing to achieve these goals, Türkiye is progressing in a balanced and determined way toward achieving its goals. The increase in economic and financial uncertainties encountered on a global scale and the wide range of risks brought about by these risks have made development plans important. Development plans being prepared to manage these risks healthily enable nations to follow a stable and planned sustainable development strategy. Nations must have sufficient competitive power to compete with other nations with technological knowledge, skills, and power on a global scale and keep up with the changing world order. Innovation ability is one of the most important steps for countries to steadily increase their competitiveness in an intensely competitive environment and manage the sustainable development process. As in other countries, Türkiye knows that social, political, geographical, and economic competencies alone are insufficient to achieve global competitiveness. Considering this reality, it carries out innovation to gain technological advantage and be at the forefront of the intense competitive war of the free market. Carrying out innovation processes aims to gain both technological advantages and economic power. This study examines Türkiyes innovation policy within the framework of sustainable development goals by comparing specific sectors. The development goals included in the 11th Development Plan 2019-2023 created under the leadership of the Presidency of Turkey, the Presidency of Strategy and Budget, and the policies followed in this direction were examined, and the extent to which these targets were achieved was evaluated. Being one of the developing countries, Türkiye is included in the study because it is the most prominent country progressing rapidly in the Global Innovation Index. For this purpose, the innovation studies carried out in our country were analyzed using the Global Innovation Index GII. The contributions of the study to the literature can be listed as emphasizing how Turkeys position in the Global Innovation Index has changed over the years and especially the detailed analysis of sustainable development with innovation since they are included for the first time in the 11th Development Plan.
