Özet:

This paper examines the impact of geography on fiscal capacity in the Ottoman Empire. Developing an argument based on transaction costs associated with revenue raising, it argues that while the tax bases in places where the access of the central government is easy will be allocated for the center, the tax bases in the places where it is difficult will be left for the local administrative units. For an empirical analysis the paper uses information from accounting books of 1530 regarding the revenue allocation across the central government, timar and vakif-mulk in a given district. Results show that increased elevation is negatively associated with the central governments share of total revenue while it is positively associated with the timars share. Moreover, as the distance to Istanbul increases, the fraction of total revenue that goes to timar and surprisingly to the central government increases while the fraction allocated for vakif-mulk decreases.
