Özet:

Since the early 1980s, nation-states have created new advantageous spaces for capital accumulation and have restructured cities at the center of global dynamics. Therefore, they have gained functionality as catalysts of rescaling processes. In this process, urban interventions increase. This causes uneven development and implosion-explosion in the region. A spatial division of labor is created under the agency of the state to protect privilege and competitiveness in the geography of uneven development. The functions of cities begin to differentiate. Global and local dynamics act together. Thus, new scalesscaling are created. In this context, cities in Turkey are also affected by global and local changes. Based on critical urban theory, this research examines the formation of city-regions and spatial strategies in Turkey in the context of rescaling. İstanbul city region is economically advantageous space in Turkey. This research analyzes the formation process of İstanbul city-region and restructuring of Balıkesir in the region. Mixed method was used in it. Quantitative and qualitative data were utilized to examine the rescaling process in a multidimensional perspective. Statistical descriptive analysis and secondary data sources were used for quantitative data. In qualitative data, 33 actors who were witness and active in the transformation of Balıkesir were interviewed. Data were coded and analyzed using MAXQDA. As a result, it has been observed that the rescaling of Balıkesir has been affected by İstanbul city-region, centralized decision-making in urban policies and local urban interventions. It has been indicated that city-specific dynamics have transformed the potential of competition and alliance. The city has not been able to make great progress due to high intra-city competition.
