An Evaluation of the Current Situation of Turkish Teaching in France

 The history of cultural relations between France and Turkey goes back to the Ottoman period and passed into a new stage with the Republican period. This article, evaluates the impact of historical and cultural relations in Turkish teaching in France, as the result of diplomatic, commercial, and cultural relations during the Ottoman period, and redefined from the beginning of the 20th century. While Turkish teaching continues academically at universities and colleges in France within the framework of cultural and educational arrangements, a new process began in the second half of the 20th century due to the labor migration from Turkey to France. This second stage in Turkish teaching commenced in the late 1970s within the scope of the native language teaching program offered to the children of immigrants of Turkish origin in France. This was part of the native language teaching program for other immigrant nations residing in France. However, over time, as the native language program transformed from the ELCO Enseignement des Langues et Cultures dOrigine program to the EILE Énseignements Internationaux de Langues Etrangere Turkish as a foreign language also underwent modifications. On the other hand, the cultural and educational relations based on the principle of reciprocity were preserved as a particular category. Thus, France remained committed to continue its institutional French teaching activities in Turkey within the framework of these agreements. The main topic of this paper is the regulations made for language education as an integral part of cultural diplomacy; the current EILE agreement, and the general situation of Turkish teaching in France today. The historical context of the principles underlying EILE and the conditions for its implementation in schools today are also discussed.

 Fransa ile Türkiye arasındaki kültürel ilişkilerin geçmişi, Osmanlı dönemine dayanmaktadır ve Cumhuriyetle birlikte yeni bir aşamaya geçmiştir. Bu makalede Fransadaki Türkçe öğretimi, bu tarihsel ve kültürel ilişkilerin bir uzantısı olarak değerlendirilmiştir. Osmanlı döneminde diplomatik, ticari ve kültürel ilişkilerin sonuçlarından biri olan Türkçe öğretimi, 20. yüzyıldan itibaren yeni olgulara göre şekillenmiş ve yeniden tanımlanmıştır. Bir yandan kültür ve eğitim ilişkileri çerçevesinde Türkçe öğretimi Fransada akademik olarak üniversite ve yüksekokul seviyesinde devam ederken, diğer yandan 20. yüzyılın ikinci yarısında Fransaya Türkiyeden işgücü göçü dolayısıyla yeni bir süreç başlamıştır. Fransadaki Türk kökenli göçmenlerin çocuklarına anadil öğretimi programı kapsamında dil öğretimi, 1970lerin sonunda başlamış olup Fransadaki diğer göçmen milletlere yönelik anadil öğretiminin bir parçası olarak gündeme gelmiştir. Zamanla bu anadil öğretimi programı ELCO Enseignement des Langues et Cultures dOrigine sisteminden EILEye Enseignements Internationaux de Langues Étrangère dönüşmüş ve yabancı dil olarak Türkçe kapsamına dâhil edilmiştir. Diğer yandan karşılıklılık prensibine bağlı kültür ve eğitim ilişkilerini düzenleyen antlaşmalar, özel bir kategori olarak korunmuş ve Fransa, Türkiyede Fransızca öğretim faaliyetlerini kurumsal olarak bu antlaşmalar çerçevesinde sürdürmeye özen göstermiştir. Kültür diplomasisinin ayrılmaz bir parçası olan dil eğitimi amacıyla yapılan düzenlemeler, hâlihazırda yürürlükte olan EILE antlaşmasıyla günümüzde Türkçe öğretiminin Fransadaki genel durumu, bu çalışmanın esas konusudur. EILEnin temelinde yer alan ilkelerin tarihsel bağlamı ve günümüzde okullardaki uygulanma koşulları da bu makalede ele alınmaktadır.
