Özet:

Leadership is a multidimensional concept that exerts a profound influence on the political, social, and economic structures of societies. This study analyzes the effective roles of women in social, political, and military fields in pre-Islamic and post-Islamic Turkish societies. The analysis revealed that women have historically played active roles in various aspects of Turkish society, including social, military, and political domains, both in the pre-Islamic era and the post-Islamic period. During the pre-Islamic era, the nomadic lifestyle and egalitarian social structure fostered an environment conducive to the growth and leadership development of women. However, the adoption of Islam brought about significant changes in the social roles of women. According to historical sources, during the Ottoman period, women demonstrated effectiveness in domains such as foundation management, charity, and education. Within the harem structure, valide sultans played a pivotal role in the administration of the state. Following the establishment of the Republic, a series of reforms were implemented, leading to the participation of women in various fields, including politics, education, and the economy. A notable example is Tomris Hatun, who lived in the pre-Islamic period and made history with her victory against the Persian Empire as the leader of the SakaMassaget community in the 6th century BC. Her leadership qualities are characterized by strategic intelligence, decisiveness, a sense of justice, and strong bonds with her people. In the context of contemporary leadership theories, an examination of Tomris Hatuns leadership style reveals its alignment with various leadership models, including authoritarian, visionary, transformational, charismatic, and strategic. This study analyzes the leadership characteristics of Tomris Hatun and emphasizes the importance of womens leadership in Turkish history, revealing the significant role of women in shaping the social structure. Tomris Hatun is recognized as a symbolic value of womens leadership in Turkish history and continues to be a source of inspiration for subsequent generations.
