Özet:

Countries aim to provide more effective and quality services by adapting management models in the private sector, to reduce the problems experienced in public administration. One of these management models is the strategic management approach. Strategic planning is one of the issues in the implementation of the strategic management approach. Strategic planning is a function of the strategic management approach. Steps began to be taken for the strategic planning approach after 2003 in public institutions in Turkey. One of these steps is the obligation to prepare strategic plans in local governments and municipalities. The study aims to comparatively examine the strategic plans of the metropolitan municipalities in the Eastern Anatolia Region for the periods 2015-2019 and 2020-2024. In this context, an answer to the question was sought. Are strategic plans prepared in metropolitan municipalities in accordance with the concepts used in national and international literature? National and international literature was used. Content analysis method was used in the study. In the study, it was determined that some concepts were used with similar intensity, while some current management approaches were not included at all. It is important to include current approaches used in national and international literature.
