Özet:

In recent years, public authorities have been interested in modern approaches to inducing behavioral change in individuals. In this process, nudging, which facilitates individuals actions by reducing the frictions in decision environments, has gained a considerable place. However, in the last five years or so, sludge, which contrary to nudging, impedes the actions of individuals by increasing frictions, has started to arouse curiosity both in academia and governments. However, Türkiye has been left out of this process, especially in the academic field. The aim of this study is to introduce the concept of sludge to the Turkish literature, to present a theoretical framework for the concept, and to raise awareness on the issue of sludge audit. In line with this purpose, in order to provide a concrete ground for the theoretical framework presented in the study, a literature review was conducted in Google Scholar and National Thesis Center databases on possible sludges that affect the application decisions of individuals for social assistance offered through Social Assistance and Solidarity Foundations in Türkiye. As a result of the review, it was revealed that there are frictions for different sludge classes in decision environments. In order to open the topic of sludge auditing to academic discussion in order to identify, prevent andor mitigate them, sample social assistance scorecards are presented, which can be considered as a starting point for future studies.
