Özet:

This study examines the role of observer membership status in the expansion strategy of the Organization of Turkic States OTS. Although observer status is a common practice in international organizations, it has not been sufficiently analyzed in academic literature. In existing literature, this concept is generally discussed in the context of the United Nations UN, focusing on special cases such as decolonization processes and relations with non-state entities. In the post-Cold War period, observer membership has been seen as a tool for states to gain soft power and diplomatic experience, particularly in some international organizations. The OTS views observer membership status not only as a means of institutionalizing itself but also as a strategic opportunity to enhance its influence and strengthen the global visibility of the Turkic world. In this regard, the OTSs observer membership policy goes beyond bilateral relations among member states, focusing on reinforcing the solidarity and cooperation of the Turkic world. The study explores the observer memberships of Hungary, Turkmenistan, and the Turkish Republic of Northern Cyprus TRNC, analyzing how observer status contributes to the OTSs expansion strategy.
