Özet:

In this study, it has been tried to demonstrate that Türkiyes economic and political relations with Georgia, especially Azerbaijan, in the South Caucasus policy will contribute positively to regional security, including its military dimension. Türkiye was trying to make the South Caucasus a security zone by moving the relations it started in the region in the economic and political fields to the security area in accordance with the interests of both countries, and to create a balance against the RussiaArmenia-Iran triangle in the region. Thus, from the perspective of Azerbaijan and Georgia, the Shusha Declaration aimed to improve relations with their natural allies, Turkey, to strengthen the regional geopolitical position of Baku and Tbilisi, and to provide additional security guarantees in the unstable South Caucasus. On the other hand, by developing its relations with Türkiye, Azerbaijan and Georgia, it will have formed an alliance against the threats to come in the region. The consequences of the fighting in Karabakh will boost Turkeys position as a crucial participant in the new regional order. Indeed, Turkeys expanding foothold in the Southern Caucasus would allow it to follow its eastward track more aggressively, notably into critical Central Asia, particularly energy-rich Turkmenistan. However, Ankaras activities may worry Moscow and Tehran, both of which have regional goals. The first part of our study focuses on Türkiyes regional policy after the Armenia-Azerbaijan war, how Ankara guided different foreign and security policy choices in the development of relations with Azerbaijan and Georgia policy after the war. In this context, existing opportunities and obstacles in the solution process are taken into account. In the second part, the attitude of Azerbaijan and Georgia in the regional security policy after the war, the major threats that strongly affect the security and foreign policies of the three South Caucasus countries are examined. In the third part, the contributions of the Shusha Declaration and the cooperation of Turkey, Georgia and Azerbaijan to lasting peace and security in the region were investigated.
