Özet:

This study examines Türkiyes rooted administrative centralization culture and one of its contemporary impacts on local administration: the intersecting service areas of local administration and the central government in public service delivery. The fundamental assumption of the study is that these intersections stem from the historical positioning of local administration not as independent administrative entities but as extensions of central authority. This historical condition has shaped a traditional model that determines the responsibilities of local administration in public service provision. Moreover, it defines the doctrinal framework, boundaries, and content of the public service notion. Within the political and legal culture shaped by this model, the passive positions of local administration are continuously reproduced. To trace this continuity, the study is structured into two main sections. First, it presents a framework for Türkiye-specific model by analyzing the historical and legal foundations of the centralist administrative culture. The second section focuses on the contemporary manifestation of this culture in the form of intersecting service areas between central and local administrations. Based on findings obtained through document analysis, the study concludes that, since 2016, the accelerating re-centralization processes have increasingly restricted and marginalized local administration in the field of public service provision.
