Özet:

The Republican Peoples Party, which has an important place in Turkish political history, established the Party Inspectorate system with the party charter adopted in 1923 in order to supervise and control the party organizations and inspect their activities. Party inspectors, who were the eyes and ears of the government at the local level, were given extensive powers over time and the number of inspection regions was increased. Inspectors periodically sent reports on various issues based on their observations and findings to the CHP General Secretariat. These reports were examined by the General Secretariat and sent to the relevant bureaus according to their subjects. In line with the information obtained from the reports, policies for the region were implemented. Siirt was one of the provinces about which party inspectors prepared detailed reports. In 1948, Hikmet Fırat, who was appointed as Siirt inspector by the CHP, inspected Siirt province and submitted his report on the region to the CHP General Secretariat. The report contained detailed information about Siirt. This study, based on the report prepared by CHP Party Inspector Hikmet Fırat on Siirt, aims to provide information on the status of the CHPs party organization in Siirt, the relations between the party and the public, the activities of the Halkevi and Halkodas, security and public order, economy, education, health, transportation, population and zoning activities. In the study, document analysis was utilized as a qualitative data collection method. The main source of the study is the Prime Ministry Republican Archives, but also the copyrighted works published on the subject were utilized.
