Özet:

In parallel with the adoption of neoliberal policies in Türkiye, local public services have begun to be offered by the private sector. Water, sewerage and transport services are among the main areas that have been privatised. Many privatisation implementations led to a decline in service quality and an increase in prices. However, remunicipalisation has come to the agenda as a solution to these problems. The purpose of this study is to analyse the water service provision of Çeşme-Alaçatı municipalities, which is one of the examples of remunicipalised water services in Türkiye. The process of remunicipalisation of water meter reading and maintenance services, which was provided by the private sector for ten years, was examined. In the research, examples of practices and statistics relevant to the water services were investigated. As a data collection technique, document analysis was used and four semi-structured interviews were conducted. Consequently, it was found out that the water service in Çeşme-Alaçatı municipalities, which was remunicipalised due to the amendments made by Law No. 6360, is not a typical example of remunicipalisation. Additionally, it was determined that the services provided by İZSU cannot be mentioned as the direct provision of the service by a public administration in the classical sense.
