Özet:

This study examines public officials who were blacklisted by the ruling party, the Republican Peoples Party CHP, between 1946 and 1950 for supporting, sympathizing with, or remaining neutral toward the opposition Democrat Party DP. The research is based on documents comprising correspondence between CHPs central organization and its local branches. During Türkiyes single-party period, civil servants were not only expected to be loyal to the state but also to the CHP, which had become functionally identical with the state itself. The study reveals that officials such as provincial administrators, law enforcement officers, members of the judiciary, and teachers were frequently subjected to complaints, investigations, and relocations due to their perceived proximity to the DP. From the perspective of the ruling party, not only affiliation with the DP but also political neutrality was interpreted as a deficiency or even a threat. Thus, the CHP expected full political loyalty from public servants. By classifying and analyzing these blacklisting documents, this study aims to show how the bureaucracy was subjected to political pressure during the transition to multi-party politics, and how stateparty integration shaped the institution of public service.
