Özet:

Since the proclamation of the republic and even before, some districts have wanted to become provinces. The fact that the province is qualified to be a province for many reasons such as its high population, historical richness, distance from the province to which it is connected, self-sufficiency, development or lack of development, getting rid of the negative conditions caused by natural disasters or terrorism, and wanting to benefit from the opportunities of being a province play an important role in this situation. With the establishment of 14 new provinces between 1989 and 1999 in addition to our existing provinces, the number of provinces reached 81 and many of our provincial candidates queued up in the districts. Elbistan, which has a history of at least six thousand years and has been the capital for 170 years, is a district that frequently expresses its desire to become a province. The content and implications of two archival documents, which prove that this request is not new but dates back to ancient times, constitute the subject of this study.
