Özet:

In this study, it is ivestigated, in the develpoment periods, the contributions of monopolies to Turkey, the effects to the public, its position in the financial politics and the reflections in the assembly in the period from the Ottoman Empire to the end of World War II. The monopolies which were delivered to the Ottoman Public Debt Administration in response to debts in the Ottoman term were taken under the control of the Republis of Turkey through the liquidation of the Debt Administration. The government vested in private corporations these monopolies by nationalizing. While the government awarded the contract for some monopolies to the foreign investment, the government awarded the contract for other monopolies to Turkish incorporated companies tending to create Turkish bourgeoisie with comprehension from Committee of Union and Progress. When the expected development in the economics was notprovided due to the unfavourable conditions and 1929 World Economic Depression in spite of various encouraging implementations such as the Law for the Encouragement of Industry, the model of the statism whose political, economic and social dimensions was more frequently handled was applied. The Republic started to govern monopolies by itself directly by taken the monopolies from the private companies.Besides, The Ministry of Monopoly was founded. The exorbitant taxes taken from during the World War II were reflected to monopolies. The income of monopolies constituted of the important par of budget in this period.because almost corporations and institutions were directly governed by the units of the government as a necessity of the period of statism, it was dealt with only the corporations and institutions whose names were included in monopoly.
