Özet:

The aim of the research is to present solution suggestions for the deficiencies in the plans by examining the strategic plans of the municipalities. In this context, the compliance of the strategic plans of the municipalities with the guide was investigated based on the Strategic Planning Guide for Municipalities, 2019 Guide, which is the legislation that must be followed. Similarities and differences were revealed between the examination of documents analyzed in computer software and the data obtained through interviews. The study was designed with qualitative research method, content analysis was used in document analysis, phenomenology pattern was applied in the interviews. A total of 35,909 pages were examined and sorted according to their compliance rates, and semi-structured interview questions were created for the municipal staff who prepared the strategic plans. Interviews were held with 16 volunteer strategic planning expert personnel and two expert bureaucrats, who were reached using the snowball sampling method. It was observed that the data obtained from the interviews were parallel to the interviews. However, it has been concluded that although some statements are included in the strategic plan, they dont reflect reality in practice. The study ended with suggestions that will contribute to the process.
