Özet:

War creates chaos in the lives of states and societies. In these times of chaos, political and military powers, which devote their power to the defense of their countries, have had to put public order within their territories on the back burner. Therefore, there have been problems in the control of territorial waters as well as land masses. The number of illegal activities carried out in territorial waters is much higher than those committed on land. These illegal activities are characterized as weaknesses in terms of political will. Various individuals and groups took advantage of these weaknesses. This study focuses on two of the maritime crimes committed in Ottoman territorial waters during the First World War: smuggling of goods, money and people. How and with what motives these illegal activities were committed is one of the main questions investigated in this study. In this context, we have tried to identify the domestic actors involved in the crimes and their extensions abroad. In our analysis, we will focus on the reports written by the Ottoman political and military mind to prevent illegal activities and the measures that the Ottoman Empire thought to implement, explain the measures taken by the Ottoman Empire and address the problems encountered while implementing the measures.
