Özet:

The energy and environmental policies of the U.S., one of the worlds largest energy producers and consumers, significantly impact the international system. The U.S. ranks second only to China in carbon emissions, and its strategies to combat global warming are crucial for achieving the zero-emission target by 2050. Historically, the U.S. has been hesitant to engage in international efforts to address global warming and energy transformation, maintaining an economic growth policy centered on cheap energy. However, during the presidency of Democrat Barack Obama, the U.S. made significant strides in energy transformation and environmental protection, reaching an agreement with China and becoming a signatory to the Paris Agreement. In contrast, Donald Trump, elected as President from the Republican Party following Obama, enacted policies during his first term 2017-2020 that marked a regression in energy and environmental policy compared to the Obama era. Under the America First policy, there was a strong emphasis on achieving complete independence from fossil fuels, leading to the repeal or relaxation of many environmental regulations. This period also saw a significant setback in the fight against global warming, culminating in the decision to withdraw from the Paris Agreement despite widespread criticism. In response to this, one of the first actions taken by Democrat Joe Biden, upon his election following Trumps term, was to rejoin the Paris Agreement. Bidens administration also set and pursued ambitious goals to position the U.S. as a leader in energy transformation and global warming mitigation. However, Trumps historic victory in the November 2024 elections has sparked pessimistic expectations both domestically and internationally regarding the future of U.S. energy and environmental policies. This study aims to elucidate the rupture in the U.S. energy and environmental policies that emerged with Trumps election and its implications. It will compare the policies pursued by Trump during his first term with those of the preceding administration and outline the fundamental expectations for his second term. The study will analyze the effects of Trumps energy and environmental policies at both the actor and system levels.
