Özet:

Water is an essential element of life, and its absence or scarcity can have a significant impact on various areas, including public health and food crises. With the growing population, the demand for water for domestic, industrial, and agricultural purposes is also increasing. This puts a strain on water resources and presents numerous challenges. Therefore, it is crucial to have a specific plan in place for managing existing water resources. In Turkey, as in many other countries, water is managed through a basin-based approach. Turkey is divided into 25 hydrological basins, with the Marmara Basin being unique in terms of its population and water flow. While the Marmara Basin is home to approximately 28 of the countrys total population, it only accounts for about 4 of the total water flow. Within the scope of the study, strategic plans prepared by water and sewerage administrations in the Marmara Basin were examined using document analysis. As a result, it has been revealed that although water and sewerage agencies are located in the same hydrological basin, they disregard each other as stakeholders and have made little progress in implementing a holistic strategy.
