 It has been observed that metropolitan cities stand out in achieving the Sustainable Development Goals SDGs and that more investments are made in these cities. This study aims to reveal the role of small and medium-sized cities in the sustainable development process by evaluating the performance of cities in the TR33 region of Turkey within the scope of SDG 11. Performances have been examined on the basis of four basic themes: housing, transportation, sustainable urbanization and environment. In the study, the effect of expert opinions have been minimized by using objective criterion weighting methods such as Entropy and CRITIC. The combined use of Entropy and CRITIC methods ensures that the decision-making process is more objective and transparent and increases the reliability of the results. After determining the criterion weights, the SDG 11 performance of the provinces was evaluated with the TOPSIS method. Balıkesir and Manisa stood out as pioneer provinces in achieving the SDG 11 targets. Afyonkarahisar and Uşak have more potential for improvement in infrastructure and environmental issues. The study evaluates the status of cities in the TR33 region in achieving SDG 11 goals and presents important findings that will guide regional sustainable development policies. The study reveals that SDG 11 goals are not limited to metropolitan cities, and small and medium-sized cities also have an important role in this process. Local governments need to invest more in infrastructure and environmental issues, especially in provinces with low performance. The study emphasizes that small cities need to be supported more in the sustainable development process.

 Sürdürülebilir Kalkınma Hedeflerini SKH gerçekleştirmede metropol şehirlerin öne çıktığı ve bu şehirlere daha fazla yatırım yapıldığı gözlemlenmiştir. Bu çalışma, Türkiyenin TR33 bölgesindeki şehirlerin SKH 11 kapsamındaki performansını değerlendirerek, küçük ve orta ölçekli şehirlerin sürdürülebilir kalkınma sürecindeki rolünü ortaya koymayı amaçlamaktadır. Konut, ulaşım, sürdürülebilir kentleşme ve çevre olmak üzere dört temel tema bazında performanslar incelenmiştir. Çalışmada, Entropy ve CRITIC gibi objektif kriter ağırlıklandırma yöntemleri kullanılarak, uzman görüşlerinin etkisi minimize edilmiştir. Entropy ve CRITIC yöntemlerinin birlikte kullanılması, karar verme sürecinin daha objektif ve şeffaf olmasını sağlamakta ve sonuçların güvenilirliğini artırmaktadır. Kriter ağırlıklarının belirlenmesinin ardından, TOPSIS yöntemi ile illerin SKH 11 performansı değerlendirilmiştir. Balıkesir ve Manisa, SKH 11 hedeflerine ulaşma konusunda öncü iller olarak öne çıkmıştır. Afyonkarahisar ve Uşak ise altyapı ve çevresel konularda daha fazla iyileştirme potansiyeline sahiptir. Çalışmada TR33 bölgesindeki şehirlerin SKH 11 hedeflerine ulaşma durumunu değerlendirerek, bölgesel sürdürülebilir kalkınma politikalarına yön verecek önemli bulgular sunulmaktadır. Çalışma SKH 11 hedeflerinin sadece büyükşehirlerle sınırlı olmadığını, küçük ve orta ölçekli şehirlerin de bu süreçte önemli bir role sahip olduğunu göstermektedir. Yerel yönetimlerin özellikle performansı düşük olan illerde altyapı ve çevresel konulara daha fazla yatırım yapması gerekmektedir. Çalışma, küçük şehirlerin sürdürülebilir kalkınma sürecinde daha fazla desteklenmesi gerektiğini vurgulamaktadır.
