Özet:

The purpose of this study is to evaluate the activities and plans of the Disaster and Emergency Management Presidency within the scope of strategic crisis management. Crises are considered as events that can be encountered at any time and often create negative situations. For this reason, crises should be managed effectively in order to overcome negative situations with minimum damage and to turn risks into opportunities. In this context, crisis management refers to a process that starts with taking the necessary measures before the onset of crisis situations and continues until the crisis situation is ended. In other words, it is possible to state that it basically consists of three stages: before, during and after the crisis. Considering the causes, dimensions and effects of todays crises and taking into account the strategic aspect of crisis management, it is thought that strategic crisis management can be useful in managing crises effectively. Strategic crisis management can be expressed as the fulfillment of a series of tasks. These tasks can basically be expressed as the ability to sense or intuit, critical decision making, coordination and meaning making. At the same time, strategic crisis management is the method that makes it possible to recognize the crisis and take measures to overcome its negative consequences and includes two important methods. These methods are tactical and strategic. In this context, the activities and plans of the Disaster and Emergency Management Presidency, which has the most important place in Turkey especially in crises caused by natural disasters, are discussed in the context of strategic crisis management In this context, the studies carried out by the Disaster and Emergency Management Presidency, the projects it has been involved in and carried out, and the plans it has prepared have been analyzed through document analysis method. In this respect, although it is seen that various stages of the strategic crisis management process are included, it is evaluated that there are deficiencies at the point of presenting a unity.
