Özet:

The Turkish administrative structure is shaped by two main elements: centralized administration and decentralized administration. Centralized administration consists of the capital and provincial organizations, while decentralized administrations are divided into territorial and functional units. Territorial decentralized administrations local governments are public institutions closest to the people, responsible for meeting local and collective public needs and delivering services to the community. According to the 1982 Constitution, local governments comprise municipalities, special provincial administrations, and villages. This study focuses on special provincial administrations, which play a significant role in delivering numerous public services due to their broad scope of service provision and functional responsibilities. Special provincial administrations continue to operate in provinces outside the 30 metropolitan municipalities in Turkey, managing local public services, and their decision-making bodies are determined through local elections. The inclusion of policies and perspectives concerning special provincial administrations in political parties election manifestos holds importance in the context of local governance understanding. This study examines the concept of local government, the historical development, duties and powers, organizational structure, challenges faced by special provincial administrations, and the effects of Law No. 6360 on these institutions. Additionally, the discourse and policies related to special provincial administrations in the election manifestos of the Justice and Development Party AK Party, Republican Peoples Party CHP, Nationalist Movement Party MHP, and Peoples Democratic Party HDPEquality and Democracy Party DEM during the 2014, 2019, and 2024 local elections are analyzed. The study analyzes to what extent these parties have allocated space to special provincial administrations compared to municipalities in their manifestos, as well as their efforts in forming opinions, proposals, and policies regarding these institutions. Furthermore, the study reveals the position of special provincial administrations within the local governance system and how these institutions are regarded by political parties and candidates during election processes. As a result of the literature review and content analysis of relevant parties election manifestos across different years in Turkey, it can be concluded that special provincial administrations have not been given as much attention as municipalities by political parties, nor have there been comprehensive programs and policies aimed at winning elections through these institutions. Considering the restrictions on the jurisdiction of special provincial administrations introduced by Law No. 6360 in 2012 and the ongoing population growth, it is argued that unless legal changes are enacted, these administrations are likely to lose further territory, authority, and significance in the coming period.
