Özet:

In the second half of the 18th century, there are several authors who lived and used the pseudonym Nihālī. One of them is Ibrahim Nihālī d. 12151801, the author of Mirāt al-Dawla. The life of Ibrahim Nihālī, whose four independent works have been identified so far, has been confused with other Nihālīs. In this study, firstly, the nature of the confusion about the Nihālīs was revealed. Then Ibrahim Nihālīs identity and career were determined. Finally, his work Mirâtüd-Devle is analyzed and its place among the reform lahiyas of Selim III period is tried to be determined. Some of the works attributed to Nihālī were revealed not to be his. Thus, many unknown aspects of Ibrahīm Nihālīs life have been brought to the literature for the first time. His professional career has been determined with a largely accurate chronology and sequence. His works and the place of Mirāt al-Dawla among them have been emphasized. It was determined that Mirâtüd-Devle was similar to the reform layihas of the Selim III period, especially Muhasebe-i Evvel İbrahim Efendis layiha and Nihâlîs Mirâtüd-Devle were similar in terms of content.

Mirâtüd-Devlenin III. Selim dönemi ıslahat layihalarına benzediği, özellikle Muhasebe-i Evvel İbrahim Efendinin layihası ile Nihâlînin Mirâtüd-Devlesinin muhteva itibariyle benzerlikler arz ettiği tespit edildi.
