 The deterioration over time in the Ottoman State administration, gathered speed during the reign of Süleyman the Magnificent and spread all over the units of the state, especially in administrative and economic fields. Ottoman state administration realized that trust in the state was decreasing due to increasing corruption and wanted to prevent it. The state first introduced the laws in order to prevent participation in this crime. Most of the laws refer to the penalties and consequences of irregularities committed by officials. The laws must not have served the purpose, so the state built financial institutions in order to investigate and control irregularities. Many financial institutions were established before the Divan-ı Muhasebat. But the Divan-ı Muhasebat which is known as the first Turkish Court of Accounts, was the most authoritative and important one of them. There were rules in the Court that if those committing irregularities were officials, they would face tougher penalties.

 Zaman geçtikçe bozulmaya başlayan Osmanlı devlet yönetiminin yozlaşması, Kanuni Sultan Süleyman devrinde ivme kazanmış ve bu yozlaşma devletin askerî, idarî ve iktisadî alanları başta olmak üzere tüm birimlerine sirayet etmiştir. Osmanlı yönetim sistemi, artan yolsuzluklar nedeniyle devlete olan güvenin hızla azaldığını fark ederek bu gidişatın önünü kesmek istemiştir. Devlet, önceleri bu suça iştirak edilmesini engellemek maksadı ile kanunnameler çıkarmıştır. Kanunnamelerin çoğu devlet memurlarının kalkışacakları usulsüzlüğün cezalarına ve neticelerine atıfta bulunmaktadır. Zamanla artan yolsuzluk olayları üzerine, kanunnameler yeterli gelmemiş olacak ki devlet; usulsüzlükleri araştırmak ve denetimini sağlamak maksadı ile mali kuruluşlar inşa etmiştir. Divan-ı Muhasebata kadar birçok kurum gelip geçmiştir ama içlerinde en yetkili ve en mühim olanlarından biri, ilk Türk Sayıştayı olarak kabul edilen Divan-ı Muhasebattır. Divanda usulsüzlük yapan kişilerin memur olması halinde çok daha katı cezalara çarptırılacağına dair kurallar hakimdir.
