Özet:

The revolution brought about by globalization in the fields of governance, diplomacy and foreign policy, changes in communication through information technologies and the transportation network have affected acceleration of cultural exchange, bringing societies closer. This effect is one of the factors that paved the way for the birth of the sister city implementation. The effects of our increasingly interconnected world are also evident in local governments and municipal activities, and they have brought new duties and responsibilities by setting the stage for the international relations endeavors of local governments, the new actors in diplomacy. Given the mutual cooperation between countries, the influence of international policies on the fulfillment and sustainability of these duties is inevitable. At the outset of our study, we provide a brief description of the political and administrative comprehensions, diplomacy, and the evolution of local governments historically influenced by globalization. In the next stages of our study, we emphasized strategic communication tools like public diplomacy and cultural diplomacy, exploring their interrelationships and the sister city implementation was evaluated. Then, the role of cities and local governments in the international arena, the importance of cities in international politics, the dynamics that prepared this process, and we sought to reveal the vision of local governments concerning the growing role of cities. Lastly, in our study, we highlight the growing importance of cities in international politics. Further, we examine the international activities of Buyukcekmece Municipality, particularly its engagement with sister city relations, through a case study: The International Istanbul Buyukcekmece Culture and Art Festival.
