Özet:

Kosovo has a land sharing problem with Serbia due to the autonomy it gained with the 1974 Soviet Constitution and the independence it gained in 2008. Serbia; It considers Kosovo its own for historical, geographical, cultural, political and geoeconomic reasons. The loyalty of the minority Serbs in Kosovo to Serbia and their conflict with the Albanians is the basis of the problem. Kosovo, on the other hand, sees itself as independent from Serbia based on history, religion and ethnicity. Organizations such as NATO, the UN and the EU have not been able to find a permanent solution for Kosovo. NATOs intervention in Kosovo and the presence of Russia supporting Serbia have globalized the problem. Russia supports Serbia by vetoing Kosovos independence at the UN, in response to NATO and the EU, and sees Serbia as a buffer state for NATO expansion, taking advantage of the instability of the region. The USA, on the other hand, weakens Russia by controlling the Balkans based on its geopolitical interests through NATO. The proxy war waged by Russia and the USA, the two main actors of the frozen problems in Kosovo, continues. Solving the problem is necessary for Serbia, which wants to join the EU. Alternatives to solve the problem; The exchange of the Serbian-Albanian population could be the unification of Kosovo with Albania. However, these alternatives also involve geopolitical risks. Türkiye, as a country that respects the territorial integrity of Kosovo; With its ethnic, religious and historical closeness, it is a candidate to be Kosovos guarantor to eliminate conflict and instability in the region. The study, which creates geopolitical fictions for Kosovo based on historical analysis, draws a new mind map and uses the analytical hierarchy method to discuss alternative geopolitics for the region and the risks they bring.
