Özet:

Although the Ottoman states music policy and the foundations on which this policy was based have been partially addressed, it has not yet been sufficiently examined based on archival documents. However, in terms of detailing this issue and determining a holistic policy, the Ottoman archives are rich enough to evaluate the issue. When archival records related to musical policy are analyzed, the situations in which the music policy implemented during the Ottoman period became clear can be clearly revealed. The most effective phenomenon in this policy, which varies from period to period, is patronage, a practice brought from the past by Ottoman traditions. This behavior adopted by the Ottoman bureaucrats to support the art of music varies from period to period in practice. While it is seen that before the Tanzimat period, elements with a largely traditional nature benefited from support and patronage, after the Tanzimat period, it is seen that this support and patronage shifted towards innovation and that phenomena more suitable for Western-origin musical culture took place in the public sphere. The most effective phenomenon in this policy, which varies from period to period, is patronage, a practice brought from the past by Ottoman traditions.
