Özet:

The digital age has brought about transformation in many areas, from daily life to corporate processes. One of the most significant elements of this transformation, big data, encompasses a wide range of fields, from healthcare and education records to e-government services, Google searches, and social media usage. If utilized correctly by individuals, the private sector, and governments, big data enables consumers to access more suitable goods and services, enhances the competitiveness of small businesses, and improves bureaucratic processes. Given the widespread impact of digitalization today, public administration and policies are inevitably influenced by big data. While countries such as the United States, China, and Russia make substantial investments in big data applications, developing nations are also formulating long-term policies in this area to remain competitive in the global economy. Despite neoliberal policies aiming to reduce the size of the state, the failure of this approach has led to the state regaining significance as a key actor. The state has now transitioned into a role that does not conflict with the market but rather complements and regulates it. This study will examine the definition of big data and its areas of application in both public administration and the private sector. In addition to highlighting the benefits of big data, it will analyze how regulatory states attempt to mitigate its inherent risks. The steps taken in Turkey regarding big data, including implemented projects, enacted regulations, and established institutions, will be assessed. All these developments are considered part of digital protectionism. Ultimately, the effective management of big data has become a strategic issue that requires collaboration between governments and the private sector.
