Özet:

In order to ensure urban resilience by effectively managing disaster-induced crises, multi-disciplinary collaborations enabling stakeholder participation are important. Municipalities also contribute to multi-stakeholder disaster management processes through planning, risk assessment, infrastructure investments, environmental arrangements and awareness activities. In this context, in this study, the issues of determining the effectiveness of district municipalities, which are the closest service units to the citizens, and measuring the level of disaster awareness in making İzmir, which has experienced many disasters and has the risk of experiencing many disasters, a resilient settlement against disasters are discussed. Semi-structured interview technique, one of the qualitative research methods, was used in the data collection process and MAXQDA 2022 programme was used to analyse the outputs. As a result of the research, it was concluded that the level of compliance and effectiveness of district municipalities with internationally recognised studies on disaster resilience such as the United Nations City Resilience Profiling Tool and Disaster Resilience Scorecard for Cities Report is low in making İzmir a disaster-resilient city. In the study, the lack of infrastructure in terms of disaster assembly areas and the municipalities adopting a reactive rather than proactive approach by not making sufficient efforts in riskloss mitigation were determined as the issues that reduce disaster resilience. The fact that municipalities cooperate with other institutions and organisations in disaster management processes and provide in-service disaster training to their personnel are considered as positive developments in the field.
