Özet:

Abstract Logistics performance measurement is an analysis process used to evaluate the performance of all logistics activities in the supply chain. This analysis is of critical importance in terms of countries economic development, commercial competitiveness, and global integration. Data envelopment analysis DEA is a powerful tool frequently preferred in efficiency measurement for evaluating a countrys logistics performance. The aim of this study is to evaluate the logistics performance of 139 countries in 2023 using the Data envelopment analysis DEA method. The main purpose of the research is to compare countries logistics efficiency, identify the most efficient countries, and uncover the factors underlying this efficiency. In this way, the study aims to identify the strengths and weaknesses of countries logistics systems and develop policy recommendations to improve their logistics performance. The World Banks Logistics Performance Index data was used in the study. This index includes various factors such as customs procedures, infrastructure, logistics services, and the effectiveness of tracking. In the DEA analysis, countries relative efficiencies were calculated using the BCC and CCR models. While the BCC model allows for variable returns to scale, the CCR model assumes constant returns to scale. According to the analysis results, Singapore was identified as the most efficient country in both the BCC and CCR models. Austria and Finland were found to be efficient in the BCC model as well. Furthermore, the analysis of scale efficiency revealed that Singapore has achieved optimal scale efficiency. This study is an important source of information for policymakers aiming to improve countries logistics performance. The results of the study can help countries identify deficiencies in their logistics systems and develop appropriate policies to address these deficiencies. For example, developing countries can improve their logistics infrastructure, accelerate customs procedures, and enhance the quality of logistics services by drawing inspiration from successful countries like Singapore. Future studies could consider using different logistics performance indexes, conducting analyses covering longer time periods, and performing uncertainty analyses.
