Özet:

The aim of this study is to reveal the duties and practices of the voivodeship institution, which has gained importance in the Ottoman provincial administration since the 17th century, in the Burdur district, as reflected in the records. During the periods when the central authority of the Ottoman Empire gradually began to lose its power, some administrators in local administrations began to gain importance. Many locally powerful influential families, especially the Ayans, attempted to have a say in their region. The state authority, on the other hand, implemented a policy of ensuring the loyalty of the prominent families of the region to the central authority and using them in state service by turning them into officials. In this context, one of the duties given by the Ottoman state to influential families in local governments was voivodeship. Due to long-lasting wars and deteriorating economic structure, the Ottoman Empire began to need more collection of taxes in kind and in cash in order to meet the deficits in the treasury. At this point, the institution of voivodeship began to come to the fore among local administrators starting in the 18th century. The voivodeship institution, which had no clear boundaries in terms of its duties and areas of authority, continued its effectiveness until the Tanzimat. In the Burdur district, which is affiliated with the Hamid sanjak, the voivodes had activities in various fields, especially administrative and military. This study aims to contribute to the understanding of the role of the voivode institution in the provincial administration of the Ottoman State in general, and to the historical research of Burdur by revealing the administrative situations and actions of the voivodes who served in the Burdur district in a local sense.
