Özet:

ABSTRACT The administration of rapidly growing metropolitan areas due to the industrial revolution and population growth and the provision of public services in these areas continue to be one of the important problem areas of recent days. This issue, which emerged in Turkey during the 1960s, was governed by legislation numbered 3030 in 1984, 5216 in 2004, and 6360 in 2012, culminating in the current metropolitan municipality framework. The aim of this research is to reveal the strengths and weaknesses of metropolitan municipalities and the areas where their opportunity and threat expectations are concentrated, based on SWOT analyses of their strategic plans; to clarify whether there are differences between the analyses of the 2015-19 period and the 2020-24 period; to reveal the change in SWOT perceptions according to the party of the mayor; and to compare municipalities according to the year they obtained metropolitan municipality status. The scope of the research is limited to the SWOT analyses in the strategic plans of 30 metropolitan municipalities in the Turkish administrative structure for the periods 2015-19 and 2020-24. The strategic plans were subjected to discourse analysis. The main findings of the research show that the prominent issues that metropolitan municipalities see as their strengths are geopolitical location, social aid, and high institutional capacity, while the prominent weaknesses are insufficient sources of income, the level of education of the personnel, and insufficient zoning infrastructure. According to the research findings, the prominent issues perceived as opportunities are the facilities of universities, archaeology and history tourism, grants, and loans, while the issues perceived as threats are immigration, traffic problems, and being in an earthquake zone.
