Özet:

Purpose: Climatic design; It can be defined as the creation of optimum solutions by considering the climatic and natural characteristics of the region where the design will be applied. It is inevitable to adopt climatic design methods in order to ensure energy efficiency and create a comfortable space in buildings. Climatic strategies, which are accepted as a design input in every period; helped to use factors such as natural ventilation, lighting, heating and cooling. The use of these factors in public buildings as well as in residences is important in terms of energy recovery. Because public buildings in Turkey constitute a significant part of the total building stock. Public buildings in the city shaped the face of Ankara. The designs of the public buildings in the city, which were built in different periods, were also shaped differently. In this study, it is aimed to compare the climatic performances of the building, which has different design strategies and was built as the Ministry of Foreign Affairs Building today the Ministry of Culture Building in 1929, and the Ministry of Agriculture and Forestry Building, which was built in 2012 and converted in 2021 within the scope of the Turkey Public Buildings Energy Efficiency Project. ConceptualTheoretical Framework: The selected buildings are those built in different periods in the same climatic region serving similar purposes. In this context, effective in the selected structures; Climatic design strategies have been evaluated against elements such as changing climatic conditions and construction techniques, materials and technology. Method: The study is based on qualitative research methods. Within the framework of climatic design, the structures on the world were examined and the compatibility of the features found in these structures with these structures was discussed. Findings: In the study, the correct use of climate data was explained, the criteria that ensure climatic efficiency in the selected buildings were determined and it was planned to achieve the ideal application by comparing these criteria. It is aimed that the findings obtained will be a reference source for new public buildings. Conclusion: The selected buildings are those built in different periods in the same climatic region serving similar purposes. In this context, effective in the selected structures; Climatic design strategies have been evaluated against elements such as changing climatic conditions and construction techniques, materials and technology. As a result, strategies that can be implemented in order to adapt existing public buildings to climate have been proposed.
