Özet:

The rules of procedures that regulate the structure, functioning order, and principles of operation of the legislative organ hold a significant place in political life because they are one of the factors influencing the level of democracy in a country. In addition, these rules of procedures are important documents that reveal a countrys parliamentary experience and accumulation from various perspectives. Understanding the developmental journey of the rules of procedure in a country helps in comprehending the evolution of parliamentary life in that country. In this regard, the rules of procedure serve as an important source for understanding the past and present of Turkish parliamentary life, which has a history spanning more than a century. This study examines how the rules of procedure have evolved and changed in the century-long practice of Turkish parliamentarism. In this context, this article investigates, during the history of the Republic of Turkey, in which periods, under what conditions, as a product of what needs, parliamentary rules of procedures were made, for what reasons, in what direction, for what purposes and how often these internal regulations were changed, and what kind of change process they went through.
