Özet:

Classification is one of the basic principles that affects the entire process from the employment to the retirement of public personnel. Although this principle is regulated in different ways according to the type of personnel systems, it has an important place since it affects other principles. The principle of classification, which is also important for the Turkish public personnel system, is subject to harsh criticism from time to time due to its form, structure and content. In the system, which currently has 12 service classes, especially the General Administrative Services Class is the most criticised class because it includes professional groups with different characteristics that cannot be included in other service classes. In this study, it is aimed to measure the perceptions of the execution and protection officers responsible for the internal security, supervision and inspection of the penal institutions in Turkey regarding the service class problem. Within the scope of the field research, the Penal Execution Institutions in MersinTarsus, Adana and Niğde were selected as the sample. Data were collected from 480 execution and protection officers working in these institutions. In order to determine whether the data obtained according to the demographic characteristics of the participants differed, T-test and one-way analysis of variance were applied, and the statements with significant differences were examined and interpreted. As a result, it has been observed that the execution and protection officers have a high perception that the class in which they are employed is incompatible with the service requirements and that a new service class should be established.
