Özet:

In the focus of conflicts between people there are the concepts of “security” and “property”. People, who come together in order to eliminate these conflicts through a contract, convey their rights to the “state”. In the literature, Thomas Hobbes represents the example of totalitarian state and John Locke represents the example of liberal state. The state, “which possess the most powerful eye” wants to know everything that happens in order to provide security and uses technology to control the every moment of daily life. It monitors all communication in the society and supervises it. It collects information about physical, mental, economical and social characteristics of people. In today’s conditions, knowing makes monitoring, surveillance and categorization possible. The state justifies these acts by “rationale of security”, since the sustainability of the rulership depends on maintaining security by means of being aware of all elements, which could pose a threat to the state and intervening them. For this reason, it can pose laws in the desired direction. At the present day, “surveillance” has now extended beyond providing security and become corresponding to the concept of rulership. Science and technology have now become tools of domination in the hands of government. State legalizes the surveillance by the laws it proposes and uses the rationale of security against objections.
