Özet:

This study examines the social assistance programs of a number of district municipalities in Istanbul, the largest city of Türkiye, to analyze the challenges and opportunities during the first 100 days of Covid-19 pandemic that is between May and July 2020. Involving the municipalities run by both the party in power Justice and Development Party and the main opposition Republican Peoples Party enabled the study to scrutinize the possible coordination between district municipalities and Istanbul Metropolitan Municipality. In-depth interviews have been conducted with the managerial cadres and social workers that are actively employed in the departments of social assistance within relevant municipalities. The evaluation of the data using content analysis illustrated a broad spectrum of positions spanning from dependence to charity and rights-based approaches. An overlap or rather mix of these approaches has been frequently observed as practices in the field which is framed as Hybrid Model by the author. This model is broadly and continuously used by a multiplicity of municipalities rather than a well-defined model with internal consistency and clear-cut boundaries. The study disclosed that coordination of activities, employment of a common database and issues pertaining to accessibility and changing profile of people in need have come to the fore as key parameters of implementation in the field of social assistance during the first 100 days of Covid-19 breakout.
