Özet:

After the collapse of the Soviet Union, Turkic peoples living in Central Asia had the opportunity to chart a new route by establishing independent states. Turkey, having historical and cultural ties with the peoples in the region, attempted to create new cooperation opportunities with these states. However, cooperation activities in the Turkic world had long been limited to activities on cultural and historical values. With the Nakhchivan Agreement in 2009, the Organization of Turkic Speaking States, also known as the Turkic Council was established. As the 2020s come, thanks to the Summits it had held regularly, the Turkic Council strengthened its effectiveness. During the 8th Summit held in 2021, it adopted the title of the Organization of Turkic States OTS. In addition, by accepting the Turkish World 2040 Vision document at this Summit, it took its cooperation activities to a very advanced level. By this document, OTS assumed a great responsibility to lead the Turkic world towards the integration process. Thus, it has become necessary to follow a different integration policy from the cooperation activities carried out so far. In this study, the direction of the integration effort in question is discussed within the framework of the spill-over concept.
