Özet:

The twinning mechanism was developed in the 1990s to eliminate the deficiencies in the public administrations of the Central and Eastern European Countries, where the possibility of European Union membership emerged with the end of the Cold War. Twinning is implemented through projects; it envisages that public institutions in Union member countries will be role models for public institutions in beneficiary and partner countries through technical cooperation. Thus, it is aimed to spread the good practices in the public institutions of the European Union member states beyond the borders of the Union and to Europeanize the institutions in these countries. Institutional tools such as the twinning mechanism have been designed to support the effective implementation of the European Union law by candidate and potential candidate countries as well as in member states and it is used as a tool of public diplomacy and soft power. This study focuses on how the European Union constructs the Twinning mechanism as a public diplomacy tool and how it implements it in its foreign policy. For this reason, it is aimed to make an evaluation by concentrating on the activities in the enlargement policy countries.
