Özet:

In this article, in order to meet the new individual and social needs of human beings who are a part of nature, to reach options other than living in existing cities, and to ensure territorial cohesion, a rural settlement is proposed from the perspective of public finance. For this purpose, after focusing on the transition to settled life and the function of villages, the decline of the village and the situation in our country will be mentioned. Apart from the current village problem, a new understanding of development based on territorial cohesion, which the public finance perspective can propose for regional development, and beyond that, individual happiness and social welfare, will be evaluated, and it will be emphasized what activities of public finance can be focused on places where the level of economic development or quality of life is significantly behind the average of the whole in which it is located. In order to achieve territorial cohesion, the focus will be on how to establish rural settlements inspired by the old village and to create a sustainable mechanism. Finally, the conditions that require a new rural settlement will be revealed, the content of the concept of Rural-Featured Habitat RFH will be explained, and a concrete RFH proposal for our country will be detailed.
