Özet:

This paper investigates the redistributive effects, fiscal costs, and poverty reduction potential of the Universal Basic Income UBI policy in Türkiye using a static tax-benefit microsimulation approach. Based on microdata from the 2018 Income and Living Conditions Survey SILC compiled by TurkStat, the study models two alternative financing scenarios flat tax and progressive tax, each paired with a universal transfer calibrated to the poverty line. The results show that a well-designed basic income policy can significantly reduce income inequality without creating unsustainable fiscal burdens. Under both financing scenarios, key measures of inequality, including the Gini, Atkinson and Theil indices, show a significant improvement. Progressive taxation is fairer and more efficient. The findings contribute to the broader discourse on universal basic income as a viable policy option for developing economies with high levels of informality, poverty and inequality. The study also offers valuable policy guidance for middle-income countries exploring fiscal redistribution in response to persistent economic insecurity.
