Özet:

In the study, social aging has been addressed in terms of the sustainability of the social security system. Examples of practices implemented by developed countries to ensure the sustainability of their social security systems by increasing the employment of older individuals are presented. It has been determined that these practices are categorized under the headings of reforms in pension systems, incentives aimed at directing elderly workers to employment, sanctions and incentives for employers to hire elderly workers, lifelong learning, vocational training to enhance the employability of elderly workers, and measures to prevent age-based discrimination. Additionally, issues hindering the increase of elderly employment in Turkey, such as insufficient regulations in the retirement system, lack of education, inability to adapt to changing technologies, challenging work-life practices that discourage continued employment policies, have been examined in light of examples from developed countries. The study has made recommendations to increase elderly employment in Turkey, considering factors like social-gender inequality and age discrimination. In this way, it is aimed to contribute to the sustainability of social security by increasing the employment of the elderly.

Çalışmada, toplumsal yaşlanma sosyal güvenlik sisteminin sürdürülebilirliği açısından ele alınmıştır. Gelişmiş ülkelerin yaşlı istihdamının artırılması yoluyla sosyal güvenlik sisteminin sürdürülebilirliğini sağlamak adına uyguladıkları bazı örneklere yer verilmiştir. Bu uygulamaların, emeklilik sistemlerinde yapılan düzenlemeler, yaşlı işçileri istihdama yöneltecek teşvikler, işverenleri yaşlı istihdamına yöneltecek teşvik ve yaptırımlar, yaşam boyu öğrenme ve yaşlı çalışanın istihdam edilebilirliğini artırıcı mesleki eğitim verilmesi ve yaşa dayalı ayrımcılığın önlenmesi başlıkları altında toplandığı tespit edilmiştir. Türkiyede yaşlı istihdamının artmasını engelleyen sorunların ise emeklilik düzenlemeleri, eğitim yetersizliği ve değişen teknolojiye uyum sağlayamama, çalışmaya devam etmeyi zorlaştırıcı çalışma hayatı pratikleri, genç işsizliği ve uygulanan istihdam politikaları, toplumsal cinsiyet eşitsizliği ve yaş ayrımcılığı olarak belirlendiği çalışmada gelişmiş ülke örnekleri göz önünde bulundurularak Türkiyede yaşlı istihdamını artırmak için önerilerde bulunulmuştur. Bu sayede yaşlı istihdamını artırmak suretiyle sosyal güvenliğin sürdürülebilirliğine katkıda bulunmak amaçlanmıştır.
