Özet:

Municipalities, as fundamental administrative units, play a vital role in fostering citizen participation in local policies and facilitating feedback regarding satisfaction with local services. Consequently, the strong communication and engagement between municipalities and citizens have evolved into a pivotal mechanism for enhancing local participation. Within this context, Twitter, as a social media platform, has emerged as a prominent tool that enables instant, two-way communication and interaction between municipal governments and citizens, thus cultivating citizen involvement in public policies. This study examines the use of social media, specifically Twitter, in providing citizen participation in public policies of metropolitan municipalities in Türkiye. At present, the inquiry into the role of Twitter in facilitating public participation within municipal contexts and its impact on the magnitude of local civic engagement represents a pertinent and critical research inquiry. This investigation, currently under consideration, seeks to scrutinize levels of public involvement through a multifaceted lens, encompassing the Public Participation Spectrum, Arnsteins Participation Ladder, and Whites Participation Typology. It delves into the utilization of social media, with a specific focus on Twitter, as a mechanism for enhancing public involvement in the formulation and execution of public policies within Turkish metropolitan municipalities. In the study, content analysis was applied to 39,972 tweets shared by metropolitan municipalities in Türkiye on Twitter in the selected period, 1 April 2019 - 1 April 2020. The overarching conclusion drawn from this research, informed by the outcomes yielded by the three participation theories, unequivocally demonstrates that the adoption of Twitter by metropolitan municipalities falls significantly short of elevating extant levels of public participation to a more advanced stage.
