Özet:

Climate change poses risks to ecological and social systems by exposing them to increasingly severe and frequent hazards. Therefore, the development and implementation of adaptation strategies are becoming increasingly important to cope with the negative effects of climate change and reduce its damage. The extent to which societies are affected by these dangers varies depending on many factors such as social, economic, environmental, and physical. The characteristics of spatial development, ranging from the national and regional scale to the urban scale, also emerge as one of the important factors determining the nature and extent of this impact. For this reason, spatial planning is regarded as a crucial instrument for enhancing urban resilience to the impacts of climate change, and it is frequently emphasized that adaptation strategies should be integrated with spatial planning. On the other hand, an examination of the existing literature reveals that there are certain impediments or problems preventing this integration. The objective of this article is to identify existing problems by revealing the impediments to the integration of adaptation policy with spatial planning through a review of the relevant literature. In consideration of these findings, the article also examines the planning process in Türkiye and evaluates the current status of spatial planning within the context of the aforementioned challenge. It can be observed that the problems mentioned in the literature also exist in the context of spatial planning in Türkiye.
