The present study aims to examine the historical development of literacy debates in 15 post-Soviet countries established after the dissolution of the Soviet Union based on cultural and social developments, and the status and direction of literacy-related studies in the hybrid regimes formed by the unique characteristics and heritage of post-Soviet countries.
