Özet:

The principles of the Economic Pact played a fundamental role in the development of Turkey. In this respect, in this study, first of all, the political, economic and social environment in the period when these principles were determined and then the developments seen with the implementation of the decisions were discussed. The main subject of evaluation in the study was the economic and financial effects of these principles. The said effects were determined through quantitative data and qualitative evaluations were made. In the evaluation, the data of the period 1923-1938 were taken into consideration because putting these principles into practice required a strong will, and this was most strongly brought to life under the leadership of Atatürk. In this period, budget balance was achieved, Turkish Lira gained value, with the establisment of national banks, savings were increased and resources were provided to farmers and traders, and the foreign trade deficit turned into a surplus. Also, economic growth was realized as 8 percent on average, per capita income almost doubled, many education and training institutions were opened and significant increases were realized in the number of students. As a result, despite the unfavorable conditions of the country, it has been determined that serious developments have been recorded in both general economic structure, public finances and social development levels with the application of these principles. In addition, the importance of the aforementioned developments.
