Özet:

This study investigates the COVID-19 pandemic response policy in Türkiye in the 2020-2024 period within the framework of ontological security. Ontological security is the condition in which individuals pursue routine, predictable, and trust-based relations with others and expert systems. The public administrations have taken measures aganist COVID-19 pandemic by using their expert knowledge and skills. The study first develops an analytical framework for the expert systems dimension of ontological security. By using this framework, the collected data on the problem areas and debates that emerged throughout the pandemic response are processed, producing category tables and concept maps. How public administration interprets change and uncertainty, its ability to designate and implement new routines, as well as the production of social consent, and building predictable relationships with citizens stand out for ontological security. The study suggests that citizens trust in pandemic response policies, noncompliance with measures, and the social acceptance of decisions and practices need to be investigated in depth from ontological security perspective and incorporated into public policy processes through systematic analyses.
